The introduction of mandatory second staircases in new residential buildings over 18 metres is one of the most significant changes to UK building design in a generation. But to frame it purely as a UK compliance story is to miss the point. The questions it raises about how life safety systems should be designed, coordinated and managed apply to tall buildings globally, regardless of where local legislation currently sits.
This is a conversation the fire safety industry needs to have properly: not just about what the regulation requires, but what it requires of everyone responsible for specifying, designing, commissioning and managing life safety in complex buildings.
Why the mandate matters
The requirement for a second independent staircase in new residential buildings above 18 metres is a direct response to the failings exposed by the Grenfell Tower fire. It introduces redundancy into evacuation: if one staircase is compromised, residents and the fire service need a second route that is genuinely clear and safe to use.
The word independent is important. Scissor staircases, where two flights share a common structure, do not meet the requirement. The second staircase must discharge to a separate exit point, keeping the two routes as physically distinct as possible. In a real emergency, this is the difference between a redundancy that works and one that fails at the moment it is needed.
For designers, this has immediate implications for the footprint and profitability of new developments. A second staircase takes up space that would otherwise be saleable or rentable. It must be part of the design from the outset and triggers a much broader set of considerations about how the entire building operates under emergency conditions. The staircase is the starting point, not the conclusion.
A systems question, not a staircase question
This is where the conversation needs to shift. Adding a second staircase is a physical change. What it demands is a strategic one.
When a building has a single staircase, the evacuation strategy is relatively straightforward. People know where to go and the fire brigade knows where to direct them. The systems that support evacuation: fire detection, emergency lighting, evacuation alert systems and dynamic signage, are designed around a single route. Two independent staircases change all of that.
Each staircase needs to be treated as a separate compartment within the overall fire strategy. The systems across the building need to communicate and coordinate, not just function in isolation. Each of those systems needs to be designed with full awareness of how it interacts with every other.
For too long, the norm has been for each system in a building to be designed independently. The fire alarm designer, the emergency lighting designer, the smoke control engineer is each responsible for their own scope, each without a complete picture of the whole. That approach is no longer adequate in a building where two escape routes must operate as a single coordinated strategy. The design process itself must change, and it must change from day one.
This has real implications for procurement and specification. A building owner or developer who appoints separate contractors for each system, without requiring them to coordinate, is creating risk rather than managing it. The responsibility for that coordination sits with whoever is assembling the design team. The mandate has effectively raised the bar for what good looks like.
