Gent helps Bield Housing & Care take the lead in fire detection system monitoring

Bield Housing and Care’s Bield Response24 alarm receiving centre (ARC) is one of the first facilities of its kind to provide fire detection system monitoring and management from multiple sites using Gent by Honeywell’s pioneering WINMAG software. Since it formed in 1971, Bield Housing & Care has remained committed to improving the quality of life for older people by offering a diverse range of services that enable them to achieve as much independence and life fulfilment as possible. A not for profit organisation, it is now one of the largest providers of housing and care in Scotland, with over 5,300 properties. Bield Housing & Care believes technology plays a vital role in helping it to live up to its ‘free to be’ ethos, while keeping residents safe. The issue of life safety is a priority and Bield Response24, the organisation’s ARC, has been purpose built to monitor technology enabled care – such as personal alarms and warden call systems (WCS) – and fire alarm systems in its housing and care developments throughout Scotland. Like many other parts of the UK, unwanted alarm activations are a big problem in Scotland and cause a great deal of disruption. In 2014 the Scottish Fire and Rescue Service (SFRS) teamed up with partners including the Association of British Insurers (ABI), British Approvals for Fire Equipment (BAFE), the Building Research Establishment (BRE) and the Fire Industry Association (FIA) to undertake a detailed investigation. As part of this work, in March 2015 it announced that it will no longer silence or reset systems after a call out to grouped housing developments, as doing so wipes any data that could provide reasons why it was erroneously asked to attend. For Bield Housing & Care this was a costly problem and Sharon Ewan, the organisation’s Telecare Call Centre Manager, explains, ‘It meant that when a system required resetting a call had to be made to the fire detection company responsible for the site, and an engineer had to drive to the location and physically press the silence and reset buttons on the fire detection control panel. In some instances this was a four or five hour return journey and would mean of bill of up to £200, which for us was unsustainable.’ Glasgow based Rapid Fire Services was consulted to see if it could suggest some ideas to address the issue. The company’s Operations Manager, Neil Wilson, comments, ‘We have been a Gent by Honeywell approved system integrator for many years and have used its products extensively in a diverse range of applications. Therefore, we knew that Gent’s innovative WINMAG graphics management system would solve this particular problem, while also offering other advantageous features.’ Simple to set up and intuitive by design, WINMAG is an invaluable software tool for any size of network that allows for complete management of the fire detection and alarm system from a central location. It integrates seamlessly with Gent’s Vigilon life safety system to provide a graphical view of the entire system, enabling easy location of a fire in an emergency and allowing rapid decision making through event-based control of devices. Offering fault signalling, false and unwanted alarm event analysis and text-only options, WINMAG also provides central management of routine activity, providing central reporting and processing for events like fire, fault and disablement. Rapid Fire Services fully integrated the Gent software into Bield Response24’s ARC by having a device server fitted beside each Gent Vigilon fire alarm panel, which is given a unique IP address that enables it to communicate through the Internet. Personal alarm units are installed in the home and use a resident’s telephone line in the event of smoke/heat detection. This allows an emergency call advisor (ECA) to engage in dialogue with the tenant to ascertain the reason behind the fire alert. The ECA then has 60 seconds to decide through discussion with the tenant if the SFRS is required. WCS are also used, although they do not offer the same facility to contact the tenant, as the WCS line is engaged with the fire detector call, preventing speech module use. With most grouped housing fire detection systems an ARC is only made aware of the main fire alarm activation, not the specific manual call point or smoke detector that activated the alarm. Therefore, the majority of SFRS calls made will identify the address but not the internal location details. Asked to explain what makes the Gent solution different, Stuart Brown, Gent’s Business Manager Scotland, replies, ‘WINMAG software allows BR24 to give precise location details within the dwelling when placing a 999 call, eliminating search time delays. Furthermore, manual call points or smoke detectors can be silenced whilst awaiting attendance, reducing anxiety levels to other tenants within the grouped housing development. This poses no threat to system functionality if a smoke is detected from another device.’ 40 per cent of Bield Housing and Care’s developments is now remotely accessed and monitored for fire and operational issues, and Sharon Ewan is delighted with the impact this technology has had. She concludes, ‘As well as meeting all of our logistical and cost saving objectives, there are many other benefits. For instance, its remote diagnostics ensure that when an engineer is required they have all the necessary replacement parts to repair any faults, saving costs on return visits. Also, assistance can be given to on-site staff who are experiencing problems with their fire alarm systems, fire alarm devices can be remotely adjusted for sensitivity and, of course, it can remotely silence and reset the systems whenever SFRS gives the authority to do so.’ For further information please call 0116 246 2000; E: [email protected] or visit www.gent.co.uk

PEL Services designs new PA/VA system for Celtic FC

Following in depth consultation and acoustic measuring, PEL Services has provided Celtic FC with a modernised Public Address and Voice Alarm (PA/VA) system, without disrupting the day to day activities of the stadium. Celtic is the top football club in Scotland and its stadium, Celtic Park in Glasgow, regularly hosts big European occasions to a maximum capacity crowd of 60,000.  The stadium not only hosts matches, but also daily activities in the hospitality suite.  Replacing the crucial safety systems therefore had to be phased to prevent disruption, taking advantage of the limited down time between football seasons.  This also allowed some efficient spreading of the capital expenditure budget implications too. Initially PEL conducted acoustic measurements (crowd noise levels) during a capacity-crowd UCL match, using the services of Acoustics Plus (an independent acoustic consultant).  It identified that crowd noise sound pressure level (SPL) can consistently reach 99dB (A) for at least 10% of the measured period and can reach 112-115dB (A) during goal celebration! Phase one has now been completed with the existing analogue PA/VA system replaced by PEL with a Bosch Praesideo digital amplification and control system for back of house, combined with an Electro Voice (EV) Netmax system for the main stadium bowl area, all connected on a Dante network controlled from Celtic FC’s IT Department. The Equalisation (EQ) of the system was handled by two Sound Web Digital Sound Processors (DSPs). This work has already improved output quality, despite the outstanding need to address speaker types and configuration in Phase three. The new racks not only increase power and quality of signal, they are more compact, more reliable and have power-saving characteristics which will save Celtic FC considerable energy expenditure. In the design process, looking at a layout which has grown and developed successively in recent years, PEL’s experts identified and advised the Stadium Manager on additional opportunities to enhance the visitor experience as a by-product of essential works. Phase two is already underway, with a new match-day entertainment system being installed. David Howell of Celtic Football Club said:  “We have been delighted to work with PEL once again on a project which we feel has brought great benefits to the Club and our supporters.” PEL Services has considerable experience in providing sound solutions for stadiums, having worked with Aston Villa FC on its Holte Stand and Scotstoun Stadium, Glasgow, which played a major role in the Commonwealth Games in 2014. For over 35 years PEL Services Limited has been a leading UK systems company designing, supplying, installing and commissioning sound, fire, security & audio visual solutions.  In addition PEL provides a range of service agreements including routine maintenance and fully comprehensive cover, on third party equipment as well as PEL systems, throughout the UK and Eire. For sales information please contact PEL Services Ltd on 0333 123 2100 or go to www.pel.co.uk and www.pelav.co.uk

Investigation into New Year's blaze in Dubai skyscraper

(Reuters) A blaze that engulfed a Dubai skyscraper on New Year’s Eve – the emirate’s third high-rise fire in three years – has raised fresh questions about the safety of materials used on the exteriors of tall buildings across the wealthy region. Hundreds of gleaming towers rose up in Gulf Arab states, especially the United Arab Emirates and Qatar, during the past decade’s economic boom. Ultra-modern, flamboyant designs often involved heavy use of cladding – layers fixed to the outside of buildings for decoration, insulation or protection. After Dubai’s latest blaze, which security officials said spread up the outside of the 63-storey Address Downtown luxury hotel and residential tower, experts are asking if the layers may in some cases make buildings more vulnerable to fire. “The fires that have erupted in Dubai landmarks have raised concerns about the quality of material used to clad the emirate’s buildings,” The National, a leading UAE newspaper, reported on Saturday. Experts say most of Dubai’s approximately 250 high-rise buildings use cladding panels with thermoplastic cores, the newspaper said. Panels can consist of plastic or polyurethane fillings sandwiched between aluminium sheets. Such cladding is not necessarily hazardous, but it can be flammable under certain circumstances and, depending on a skyscraper’s design, may channel fires through windows into the interiors of buildings, said Phil Barry, founder of Britain’s CWB Fire Safety Consultants Ltd. Barry told Reuters that, working as a consultant in the Gulf in 2012, he had identified “a general trend of fires in high-rises”, which in some places indicated a need for stronger regulation and tougher building codes. PREVIOUS FIRES On Saturday, authorities were still investigating the cause of the fire at the Address Downtown. Dubai police said 14 people were lightly injured as the building was evacuated; a medic at the scene said over 60 people were treated for mild smoke inhalation and other complaints. Mohamed Alabbar, chairman of Emaar Properties, which owns the hotel, said it had been built to the highest quality standards and following international best practice. “We are determined to restore it to all its glory, and even surpass the splendid architectural standards,” Alabbar said in a statement. He did not discuss the reason for the blaze or the financial impact on Emaar, or say when the hotel might reopen. In February last year, hundreds of people were evacuated from one of the world’s tallest residential buildings when fire broke out at the Torch, a 79-storey skyscraper in Dubai. An investigation by the building’s management found most of the damage was to the exterior cladding. In November 2012, a 34-storey residential building was partially gutted by a fire. An investigation blamed a discarded cigarette butt that fell on a pile of waste; the blaze swept through cladding panels on the tower. The UAE revised its building safety code in 2013 to require that cladding on all new buildings over 15 meters (50 feet) tall be fire-resistant. But the new rules do not apply to buildings erected before that year, and Barry noted that the vast majority of the country’s skyscrapers fell outside the regulations; the Address Downtown was completed in 2008. In an article published soon after last year’s Torch fire, Barry Greenberg and Michael Kortbawi at UAE law firm Bin Shabib & Associates said the cost of replacing cladding on skyscrapers with safer materials would be “prohibitive”. But they added that the cost of not acting could prove even larger. “Total loss of a supertall building – requiring demolition and replacement – is a distinct possibility in the event of a fire,” they wrote.
